What is this waterboard occupation please

In 1881 a man was a "turn cock 21/6 waterworks" [service is the other word]
In 1891 he was a waterworks foreman

Can anyone tell me what his job would have entailed?
So far all I have got is turning the water valves on

Thanks.  I have no idea what 21/6 means, or how often he would be called upon to turn the water on and off!  I've got this on another forum where I know there's a guy who works for the waterboard today so if I find out that way I will post an answer on here for future reference.

21/6 is the order and sub-order of Class V in the category of occupations in the census.
Class V is Industrial Class
Order 21 is Persons Working and Dealing in various Mineral Substances.
Sub-order 6 is Water
