Is it possible for this 35 mm negative to be cleaned up, and turned into a positive?

It was taken in 1962, so if it cannot be dealt with, I will fully understand.

I have scanned it at 1200dpi, to get the best possible result.

That's a rough one. I was going to come up with a Top Ten list of reasons why I couldn't get a better result, but I think I'll just post what I ended up with.  ;D
