Not Entitled To Vote

An E next to an ancestor in the Register of Electors in 1926 means not eligible to vote.  What would be the reasons for this? Thanks

Not everyone over 21 was entitled to vote until 1928.

Depending on where they lived, they may have been entitled to vote in local elections, but not Parliamentary elections?

Local as in Borough elections.

As that was the 1926 register it came under the rules of the 1918 Representation of the People Act which gave the vote to men at 21 and women at 30, that right being dependent on six months' residence or occupation of business premises. The 1928 Act gave the vote to all adults at the age of 21. See Section 4 of the 1918 Representation of the People Act http://www.rootschat.com/links/01k6n/
I don't know what the procedure was for being entered on the electoral roll, but obviously she did not meet the Act's requirements.

The London Gazette 15th March 1918, page 3308 and following, has the Forms of Information to be required from Householders, Occupiers, Owners, Agents, &c. under the 1918 Representation of the People Act.
