There is a William Donald baptized in 1865 in Cleveland on Ancestry. Looks like a sister May also baptized same day, but if Donald's birth is 1811ish, William should likely be born earlier.

I scrolled through the pages of the pay book and the pay for Penetang is there for 1840 but no Donald Fraser. The baptism is interesting as he may not have baptized for a few years if his father had died before.
Without knowing what William's mother's name was birth or marriage records aren't really helpful.
It seems like there just isn't enough info about Donald to trace him or his son.
I think the military pay book is the best clue.
Would there be a record of the burials from that cemetery for the year 1863?

I was able to see a list of the burials in St. James and there is a Donald Frazer (note the spelling difference) who died on May 15, 1863 50 a Stonecutter from Inverness Scotland. The date is different and the word Stonecutter does not appear on the tombstone, but it must be the same person.
I will call the church and see if there is anything more to find.

Probably no clues to find with these but worth a look -
The sister Catherine Fraser Smith apparently went to Caedonia in the U.S ?  before moving to Caledon in Ontario.  Little bit of a bio on the find a grave memorial.

Looks like brother Angus Fraser immigrated to Canada between his marriage in 1859 Daviot SCotland and the birth of John 1858 in Canada.

Goderich would not have been a coincidence.  There is this Donald Fraser in Goderich in the 1861 Census:

Frazer, Donald, deputy registrar, born Scotland, Free Church, aged 39
Frazer, Catherine, born Lower Canada, aged 24
Frazer, Mary, b. Upper Canada, aged 6
Frazer, Simon, b. Upper Canada, aged 4
Frazer, Catherine, b. Upper Canada, aged 2
Sherwood, Margaret, servant, b. Ireland, aged 19

Note he's also a civil servant as Angus also became when he arrived.
