WW11 Navy Records before 25th year

I would like to obtain a copy of my fathers records.  He died in 1998 and my mother in 1999.  I am an only child.  I have downloaded the form.  Just need confirmation that I can apply before the 25 year mark?  I plan to enclose both parents death certificates as I am named as next of kin on my mothers death certificate.  Thanks!

The 25 year comes in only if you are not the next of kin.  You do not really need to send mothers cert, you are able to certify on the form that you are the son/daughter and therefore the next of kin as both parents have passed on.  Note the form says you may be asked to prove it but experience shows this is rarely asked for, up to you really..
