Gloucester School Registration Process 1925 to 1960

In my researches I have evidence that suggests that a child may have been given a different Surname From their birth registered Surname at School Registration.
If a birth certificate needed to be shown on at Registration this couldn’t have happened.
Please can anyone help me if they know that a Birth Certificate was needed for Registration for the years 1925 to 1960 at Gloucester Schools?

I’m going to ask my cousin about Gloucestershire but I know they weren’t required in 1930s surrey. My grandfather was registered under his step fathers last name—who he was told was his biological father—but his birth certificate lists bio dads last name. There  was no adoption and I confirmed with my grandfather that parents just filled out paperwork without proof. They changed it later when kids at school questioned why he had a different last name then his brother.

It states quite clearly on a Birth Certificate that "A certificate is not evidence of identity".

Under the laws of England & Wales, a person is known by the name they choose to be known by - as long as there is no intention to deceive or defraud.
