DNA 3rd cousin and second cousin once removed

I wonder if someone could check my hypothesis for my mum's DNA

I've found connections to her russian Jewis grandfather GJF thru His paternal side and confirmed the relatinship

Now I have worked out connections via a lady I believe to be his maternal aunt
Anna landman I have no paper proof that  she is the sister of our  Geis Ada LANDSMAN but Anna had 4 sons with Isaac Bloomberg

1 match via eldest son  would be mum's 3rd cousin  they match at 97 cm ( matches my DNA at 22cm )

The other match via eldest son  is grandson of Isaac Bloomberg + Anna Landman b1860 so is mum's Second cousin onc removed
Match 102 cm to my mother (27cm to me)

Shouldn't it be higher as it is a generation closer to the mutual ancestors

Paper trail does show that all the elders lived in Jacobstadt Courland Latvia Russia  beteen 1850''-1880's

I'm wondering if the second cousin once removed has actually put his father as home person  so if it's his own DNA he would be a third cousin too
Any opinions ?

Do the numbers fit with other people's results for half second or third cousins ??

102Cm gives 39% half 2C, 2C1R etc and 30% 3C, half 2C1R etc

Mine are so variable
For 2C1R I have 37 / 4 segments and 34/3
for 3C   I have 58/5 and 45/4
for 3C1R  I have 90/7, 62/5, 49/4, 35/4, 31/2, 29/1 and 25/2 a huge variation
but I have a 5C at 25/1
5C1R at 22/1 but a 4C at 21/1

These are from different branches of the family. My 3C at 58/5 is the uncle of my 3C1R at 31/2,

I have two half third cousins once removed, who are first cousins to each other (their fathers were brothers to each other), they are 62/4 and 32/2, so one is almost half the other. The son of the 32/2 is 18/1 (half 3C 2R)

Berks / Oxon: Eltham, Annetts, Wiltshire (surname not county), Hawkins, Pembroke, Partridge
Dorset / Hants: Derham, Stride, Purkiss, Sibley
Yorkshire: Pottage, Carr, Blackburn, Depledge
Sussex: Goodyer, Christopher, Trevatt
Lanark: Scott (soldier went to Jersey CI)
Jersey: Fowler, Huelin, Scott

Thanks for the painter definition + your concrete examples

The amounts are so variable
It's interesting that even within same family group it can vary so much

So I can't pinpoint the generations
But will persist and maybe contact more of the people who seem to match thru the lines I've traced .

Just had a look on my tree where I have 2nd Cousins of the same Generation as I they are directly related to my Great Uncle.

3rd Cousins add an extra generation and a whole lot of extra potential people.

My seven 3rd Cousins results that I have there is one with 144Cm they go down to one with 91Cm, and only those with a Family Tree and a known Common Ancestor have I been able to link to (the one with 91Cm).

I don't know how significant segments are .
I've built up my tree sideways and one of these people now shows up on thru lines as half 3rd cousin 97cm 3 segments

The 102/ 7 segment match has no tree but from owner's name I think he is half 2nd cousin 1 X removed

There are some smaller matches from same line but they have no trees or small trees .
