Absent Voters' Lists 1918-19

Does anyone know how far ahead these were prepared, please?

I have a medal card for Harry Phillips, 951, 7319 and 40929, Leicestershire Regiment, which says he  was discharged 3.6.1916, yet he's on the 1918 and 1919 AVLs in Leicester East, as 40929, 1st Bn, Leicestershire Regiment.

Or am I mis-reading his date of discharge (although it looks clear enough to me  ;D )?

He was a pre-war Territorial who by the look of it had completed the term of service he signed for in 1916 but was still liable for conscription so he served a second time. 

The entries on his card do show some complication.  He was entered on two 1914 1915 Star rolls, on 2 Feb 1920 as 7319 on the lower entry in red and on 27 Feb 1920 as 951 on the first 1914 1915 roll entry on the card. Both entries resulted in the issue of the medal but the 2 Feb 1920 was realised to be a duplicate, the medal was returned and the entry as 7319 deleted.   Where 7319 fits who knows - admin mess up!

The new number does indicate a new enlistment rather than an extension of service - do you know his age?

PS - the AVLs weren't compiled until the year of the list.

I'm afraid not.  I only know his address during WW1 because he's mentioned in a long list of 1/4th Bn men from a particular Company, in that Company Officer's personal diary.  He wasn't at that address in 1911, so his identity is a mystery. 

I wondered about him being a pre-WW1 Territorial, because 951 (as his pre-WW1 number) and 40929 (as his post-1916 number) would make sense, but, like you, I can't see where 7319 would fit in.  Some pre-WW1 attestation papers are on FindMyPast, but if his are there, I can't find them.  Perhaps they were put with his post-1916 re-enlistment ones and then bombed out in 1940? 

Ah well, I'll just have to work with what I've got.
