1922 motor-cycle accident

A report in the Cheltenham Chronicle of 23 September 1922 gives some details of an accident at Lower Swell. At Stow Police Court the defendant was fined with costs but no details of the make of motor cycle or registration number are revealed. I imagine Supt. Wayman must have known. Is such information in the public domain and how might one go about finding it.

Don't know if it's correct but my husband think's it's a royal Enfield re201 225cc from 1922

Registration numbers MH**** were issued by Middlesex between July '24 and Aug '25
Malmesbury- Bishop.
Gloucestershire-Bishop,Hicks,Higgs,Hill,Hooper,Hopkins,Pitcher,Robertson,Stinton,Terret,Woodruff.
Worcestershire-Stinton. 
Devon- Borrough or Burrow.

Thank you all. I now know a lot more about that photo even though the July 24 - Aug 1925 eliminates the bike from a 1922 incident.
By the way. When were the requirements for a motor cycle riders licence introduced? All my searches are being less than helpful for all sites only want to sign me up for lessons! T

The driving licence was introduced by the Motor Car Act in 1903. Holders of this  document – that were not required to pass a test – were entitled to “drive a motor car or motor cycle”. The wording changed in 1930 to “drive or steer a motor car or to drive a motor cycle”. Shortly afterwards, the document’s cover became red and holders could drive a vehicle of “any class or description”. The Road Traffic Act of 1934 required new motorists to pass a practical test before receiving a licence. There was a short grace period to prevent a rush of candidates, but from June 1st 1935 every motorist – that started driving on/after April 1st 1934 – had to pass a test.
