I think the Archives are at Canterbury Cathedral

I just wondered Westywhy you want the Licence. Is it to find more on Isabella or Robert?

I did notice a Tree has no Parents for Isabella Enefor/Newington/Meek.

Isabella Enefer was a witness Ninfield to the Marriage of Mary Ann Bessom ENEFER to Peter LIN(D)FIELD 25 Oct 1809.
