Hello could someone be so kind as to lighten this only photo of my brother
 and maybe make it smaller to fit a 3by3 frame is a special frame big ask I know so only if its possible

                 Do you mean 3" x 3" ?      When you print it off, your printer can make it

  any size that you want,  or the software that you use.   Tell us what printer you are going to use.

My printer is a cannon mp50  I can resize and print it off myself but if you could make it smaller you maybe do a better job than me I can usual do 4 by 6 but it means I lot of cutting for the small frame but I will appreciate if you just lighten for me

             Can you remember what colour his blazer was?

         The original is not square. To make it square would mean lopping some off the top

     and bottom So his arms would probably be removed.   Is it that you want his face to be as

       large as possible to fit in a 3 x 3?  We can make as many variety's as you want.

But, at a guess, the printer will not convert a rectangle to a square photo if things are to stay in proportion.
