Anfield Cemetery Liverpool

Hi,
I have just discovered my Great Grandmother's brother was buried in Anfield Cemetery, Liverpool. The record shows Linus Roberts died in 1942, but what puzzles me is his grave is described as 'public', whilst others are either private or purchased. Would this mean his grave is a pauper's grave?

Public Grave means a grave for which no exclusive right of burial has been purchased or granted.

It means there are others in the same grave as the family were unable to afford a private grave.

My grandparents & great grandparents are all in public graves in Anfield.
