Yes, I am already wondering if William was a twin brother, but although I can find Williams birth, there is no record for Isabella.
It doesn't explain why she was not on the 1851 census with them or anywhere else for that matter.  She could have been in service at 9 obviously, but there is nothing coming up for her anywhere.

I have both of her marriage certificates and her fathers name is given as William Whissel on both, likewise the mother is noted as Mary nee Hepburn

Did you find any baptisms,?  is it worth checking either side of1842 ish for a baptism for Isabella

Did you notice that Mary Hepburn who married Jesse was Scottish?

In one census isabella is listed as born in Edinburgh, where she lived at the time. In the next one she’s from Suffolk. I did see that Mary was listed as Scottish, which could explain why Isabella came north.

I have not been able to find any baptism records in five years either side of 1842.

All my go-to tricks are failing me on this one. I’m turning over every stone to find her and coming up with zip!

Fifeshire Journal 04 September 1862

James Kidd, Cabinet Maker & Upholsterer to Isabella Hepburn, eldest daughter of Mr Whissell, farmer  Suffolkshire

When she married 1862 she gave her age as 21 i.e.bc.1840/1, and above states she was 'eldest' daughter.

If she was born 1840/41 she could have been born before the marriage of mother Mary to Jesse Whissell in Mar.qtr.1841 - or indeed shortly after - but where was she in 1841/1851/1861?

Could she have been with Mary's family for some reason?   I think you need to try and trace Mary's birth/parents - her marriage certificate would be a start at least giving you the name and occupation of her father.
