If you are not sure if Sarah Phillips is the correct wife for Joseph Deeley, have you tried using GRO for any of Joseph and Sarah's children born after 1836?  Mother's maiden name will show up.

If I've got the right family - 1851 census

https://www.familysearch.org/ark:/61903/1:1:SGGC-HGD

GRO give Ann Deeley, March quarter 1850, Walsall - mmn = Philips

Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.

Have you seen the actual PR of that Joseph Deeley with mother Ursula?

The record that is available on Anc just gives a mothers name. If that is the case, it suggests Ursula was unmarried, and Joseph illegitimate. Thus Deeley is her maide name.

Where have you found an Ursula married to Edward Bradley Deeley?
Edmonds/Edmunds - mainly Sussex
DeBoo - London
Green - Suffolk
Parker - Sussex
Kemp - Essex
Farrington - Essex
Boniface - West Sussex
