Philippines? Marriage of Virginia Tungcul & Ronald Lionel John Newman c1970-2013

Virginia Tungcul and Ronald Lionel John Newman are listed as married on his 2013 death certificate in Sutton, England, but I cannot find a record of their marriage, or any other record of Virginia Tungcul Newman.  As Tungcul seems to be a Filippino name, perhaps they married in the Philippines, sometime between 1970 and 2013.  I would appreciate any help tracing their marriage, or suggestions how to do so.

Whenever the marriage was it was after the Americans had granted the country their independence.

On July 4, 1946, full independence was granted to the Republic of the Philippines by the United States.
