Looking for the birth of a James Cragen

I discovered that my great great grandfather was named James Cragen. He is listed in the 1911 census in Plymouth as being 42 years old and having been born in Kilkenny, Ireland. The first England and Wales census he appears in is 1901, also in Plymouth, but I have his marriage certificate from 14th September 1890 where his listed residence is the HMS "Indus". Ancestry provides me with his naval record which confirms that he first enlisted on 1st January 1890 but also has him being born in Plymouth. Possible he lied?

So, given all this I can piece together that he was likely born 1st April 1869 in Kilkenny, Ireland and his father's name was Thomas Cragen. I haven't had any luck finding any record of this birth. Is there a particular place I should look for births around this time? Any help would be appreciated.
