I dont understand the 2 places of residence, was the workhouse used as a hospital in 1899?. Thank you

In a word - Yes.  :)
Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.
Remember - "They'll be found when they want to be found" !!!

The address under the mother's name should be her usual address on the date of the birth - that in the informant column is where she was living on the date of registration.

Thank you very much, I find the whole workhouse thing really confusing, I had previously found a pile of in and outs for their daughter Ethel, over a 2/3 year period, with them at the Lambeth workhouse but can somebody tell me.....would they of been homeless, would they literally have been dismissed/requested to leave and slept on the streets??? does anyone know? also because Ethel wasn't with them in the records you've just helped me with, do you think that she had died or where could she be? Again thank you for help.

Have a look at www.workhouses.org.uk - it's the "go-to" website for workhouse info.
Also bear in mind that most workhouses had an infirmary attached. It's where people without money went for medical needs.

This discussion refers to people accessing hospital treatment in Work Houses and fits in with the discussion here.

Ethel wasn't with them in the records you've just helped me with, do you think that she had died or where could she be?

John and Ethel Ford left the Mint Street workhouse in Southwark, 14 January 1896.
That was a transfer to the workhouse at Newington
Newington admission register has John Ford born 12.5.92, Ethel Ford born 30.3.94
https://www.familysearch.org/ark:/61903/3:1:3Q9M-CS1Y-69QK-R

John was discharged on 16 January, To Parents (image 338)
Ethel was discharged the following day, Champion Hill
https://www.familysearch.org/ark:/61903/3:1:3Q9M-CS1Y-693S-Y

Champion Hill was the Southwark Union Infirmary in Dulwich.
I'm not sure if she came back from there.
There is a death in the relevant district
March 1896 Camberwell 1d 496
Ford, Ethel
age 1

A burial at Brookwood Cemetery, 7 Feb 1896
Ethel Ford, age 1

So, sadly, that might be her.
