amerciaments= another ward for fines/penalty
arrerages = 'money that is owed and should have been paid earlier' (from my dictionary)

This bit I thinks says

Justice of his .......   Court of Common pleas at Westm[inster]

what is the ma... word. And do you agree Westm? 

The man referred to is Sir Robert Heath who was Chief Justice of the Court of Common Pleas 1631 to 1634.  This will written in 1633

I'd agree it's probably Westm(inster)
Wikipedia says the Court of Common Pleas sat in 'Westminster Hall'
