Have found a old recept for an old fine which my late uncle was given, is there any way I could find what the fine was for, it has a number on the top and also a reference number and a date when obtained (1942) .

Try newspapers.
really no need to be coy about the numbers are references...
All census look up transcriptions are Crown Copyright http://www.nationalarchives.gov.uk/

Thanks Pauline,   that's the first thing I did searched newspapers on find my past but nothing came up sadly.

1942 was during the war.  Perhaps he contravened a regulation in connection with any wartime regulations. Let a light be visible at night time?  Could be any number of reasons of course.
