Help with Locating Townland

Hi, I am trying to find this Townland in Co Clare.
Looks like Shanavaugha to me.. The attached Birth record is on irishgenealogy.ie under Reg. District: Galway, even though the District is Tulla in Union of Scarriff.
Cant find a townland that is a possinle fit in Co Clare townlands list

Shanavogha in Limerick maybe?

In the City of Limerick if I see that correctly..
What were the rules to register a birth in 1909, would it have been permitted to register a birth that occured in Co Limerick in Tulla/Scarriff Co Clare?
Co Clare - Corry, Duggan, Hogan, Linnane, Madden, Molony, Noonan
Co Tipperary - Dorgan/Dargan/Durgan, Jones
Llanelly - Davis, Evans, Peregrine
Sussex - Fermor, Martin

I know today it is not necessary to register a birth in the area it took place, so perhaps it was the same then. They are very close anyway.

The attached Birth record is on irishgenealogy.ie under Reg. District: Galway, even though the District is Tulla in Union of Scarriff.

The issue with the image has been submitted for changing - Patt married in 1916 when living in Feakle and his wife Ellen living in Glendree, so the civil parishes of Tulla and Feakle have relevance. However i couldn't find a townland starting with Shana.

Three other children born up to 1920 - Scarriff SRD.

West Shanavogh is also a long way from Tulla / Feakle Area where family was from..
Again if a child was born there could they have registered it in Tulla??
