Information  James Monaghan dob 1782 Clones Monaghan died 1866 Cumberland Cumbria.Looking for Parents Believe he married Catherine McNeilly dob 14th February 1782 Clones Durham England.

Civil registration of births, deaths & Catholic marriages started in 1864 (from 1845 for non-Catholic marriages) so for the earlier dates you are looking for it means searching for church records which may not survive.
It's not clear from your post if the marriage took place in Ireland or England (perhaps you aren't sure where). In any case, you will need to find church records for the correct location and period. Not sure about English registers but Irish ones for that period unlikely to list names of parents (usually date, bride & groom, perhaps officiant and names of witnesses).

Clones R.C. Parish marriages start 1821 & baptisms 1848.

I think that they Married in Clones because they had three children, all born in Clones.  Ann 1804, Robert 1807Bapt 14th February 1807, and  James, born 10th November 1808,

You haven't mentioned where those baptisms took place. I mentioned Church of Ireland & R.C. registers for Clones but there are other denominations.
Marriages usually take place in the bride's church and after the wedding the couple attend the husband's church so the church where the children were baptised may not be where the marriage took place.
Away sorting out DNA matches... I may be gone for some time many years!
