Meaning of abbreviation 'BUP'?

I've been reading some reports in British newspapers in 1944 where quotations are attibuted to "BUP', "BUP War Correspondent", 'BUP correspondent' and 'Reuter and BUP'. Can anyone tell me what BUP was?
