Yes although his mother Agnes was a farm labourer at Heath Hall, Dumfries in 1851 and potentially that’s where she got pregnant.
I think one might be suspicious about the Hugh (as a potential father) who is the head of house in the 1851 census. His youngest son, John born in 1847, was his last child. Equally the other male servants are possible fathers too. The name "Hugh" was what caught my interest however.

I am including here the 1851 census for Heath Hall, Dumfries as the transcription on Ancestry is very poor.

lorcudt is a pretty impressive mangling of Kikrcudbrightshire, even by Ancestry's already abysmal standards :)
Never trust anything you find online (especially submitted trees and transcriptions on Ancestry, MyHeritage, FindMyPast and other commercial web sites) unless it's an image of an original document - and even then be wary because errors can and do occur.

He died in 1899.

My thoughts exactly and that is why I am keen to find his birth as it’s even more likely that his mother knew who his father was and it may have been recorded at the time.

Joseph himself gave the name of his father as John on his MC

His son John gave the name of his father as Hough/Hugh on his DC

Unfortunately for the time it would be a baptism record if it exists.

There's this death but no age given (I can't think why), may be worth looking at for an occ. as Joseph said his father was deceased by 1875 when he married...

There are three baptisms in Edinburgh to William Sheilds and Elizabeth Douglas, in 1819, 1821 and 1825. Could the Kirkcudbright death be an unrecorded child of theirs, perhaps?
