Presume you have looked on the English censuses from 1881 given they were both born Penzance

Can you post the 1871 reference .  The only Susan Hughes I can see was b 1851 Teignmouth & was not in a Johns household

whdsn - giving incorrect info didn’t help.  Both James & Susan are 22yrs old so both born 1849.  If you had the 1871 entry - where did you get 1846 & 1851 from?

You presumably know Susans maiden name so have you used GRO online to check for any children born after 1871 which would help you find them in later censuses?

Where do they fit into your FH?

So have you checked GRO online for any children born to them after 1871?

(Freebmd shows James as James Hugh)
