Military uniform?

Can anyone help identify this uniform for me please? The cap seems to have text on it which makes me think it might not be military? Anyone have any ideas please?

The text on the cap seems to read Motorman.

We're not sure who he is exactly, but the information  given means we know who he isn't, which is something at least.
