The census records give his place of birth as Falmouth.
2 baptisms that I can see for you to consider:

There is a baptism in Falmouth for a Thomas Smith WILLIAMS
Born 13 Oct 1813
Father – Thomas, a mariner.
Mother - Charity

There is another baptism you might also consider:
5 Nov 1812 Falmouth
Thomas George WILLIAMS
Son of Richard and Jane
Milligan - Jardine – Glencross – Dinwoodie - Brown: (Dumfriesshire & Kirkcudbrightshire)
Clark – Faulds – Cuthbertson – Bryson – Wilson: (Ayrshire & Renfrewshire)
Neale – Cater – Kinder - Harrison: (Warwickshire & Queensland)
Roberts - Spry: (Cornwall, Middlesex & Queensland)
Munster: (Schleswig-Holstein & Queensland) and Plate: (Braunschweig, Neubruck & Queensland & New York)

Here are the children for Thomas Williams and Jane Nicholson:
•   Mary Jane 1841 Falmouth
•   Thomas George 1839 Falmouth
•   Elizabeth Ann 1846 Falmouth
•   Eliza Ellen 1846 Falmouth
•   John Charles 1848 Falmouth
•   Harriet Emma Williams 1851 Stoke Dameral
•   Cornelius Devers Williams 1857 Stoke Dameral

Note that the first son born is named Thomas George – so perhaps the 1812 baptism for Thomas George is his father.

There is a record in UK Naval Service for a Thomas Williams who started service in Jan 1832 at age 19, and last served in Feb 1857.
This would explain why he is absent from the 1851 census, but is present from 1861 and onwards as a naval pensioner. He died in 1890.
Milligan - Jardine – Glencross – Dinwoodie - Brown: (Dumfriesshire & Kirkcudbrightshire)
Clark – Faulds – Cuthbertson – Bryson – Wilson: (Ayrshire & Renfrewshire)
Neale – Cater – Kinder - Harrison: (Warwickshire & Queensland)
Roberts - Spry: (Cornwall, Middlesex & Queensland)
Munster: (Schleswig-Holstein & Queensland) and Plate: (Braunschweig, Neubruck & Queensland & New York)
