Both the 1910 marriage and 1915 marriage images record him as just Albert and both name father as Joseph Withers occupation Lamp lighter.

Joseph Withers ( his father ) married Elizabeth ann Freeston her Dob is 1857
and died in 1939 if that helps at all

1921 census finds Albert with Lilian. also a Phylis. She is from his 1st marriage to Annie Margaret Clarke.

It's the right person & parents but as stated in earlier replies - apart from the baptismal entry there is no other official document which shows a middle name of Herbert
 
Birth/census/both marriages/ 1939 register/death all show just Albert

Looks like the death of his first wife may have been connected to the birth of Phyllis.  Annie M Withers aged 24 died March qtr 1913

Yes, that is your man - Albert Withers b 27.3.1888. Wife Lilian, and Child Annie Margaret born 1913.
His WW1 records have survived and are available online. He was a gunner with the RGA.
