1914/15 Star ineligible?

Pte 27301 Arthur Parkinson enlisted 19th Pals King's Liverpool Regt on 12 April 1915 went Overseas? 18 August 1915  but his Medal Card noted he was ineligible for his 1914/15  Why?
Never seen that before.
Was it because he lied about his Age at Enlistment and under Age? - born September Quarter 1897

His short service record states he attested 12/4/15 to 5 Coy. 19/KLR.
Posted to the 89th Bde. Depot 29/4/1915.
Posted to 22/KLR 18/8/15.
Posted to the BEF France with 19/KLR 1/6/16.
Home 4/8/16.
So no entitlement to the 15 Star.
