Mushroom Head Woman - Image Date?

Large 16x20" over-sketched enlargement (crayon portrait) 
Is there a name for this woman's head adornment? 
I have never seen this before in my mostly American collection.  Perhaps it's something regional? 
Around when might this image be from? 
I'm guessing 1880 ish ?

Here is her matching partner (assumed husband) with his hat on the table in case this might help with the dating.
