The scenario is feasible but wouldn't explain the biological connection to the BARROW  family

Could one of the barrow girls have borrowed their neighbours name when having a baby with fanny wardens fiancée

Realms of fantasy ..maybe

I was thinking that Alice Barrow married as Frances Alice Waldron - no idea why - with her sister Eliza as witness.
As Frances Mansfield she was in prison.
Then she is with John Davies as Frances Davies with child Minnie - mmn Barrow.
1911 - Minnie is an inmate.
I think Minnie might be the one who married Joseph Simm in 1918.

But I still don't see the link to Alice WALDREN
There are no DNA links to that surname

I like your hypothesis Heywood and dates and first names fit .
The sisters do seem to have a tendency to have multiple marriages
But if it's common law weddings it will be hard to confirm

Sometimes the absence of information is interesting.

1887 marriage of Frances Alice Waldron to George Mansfield- her father listed as Leopold Waldron, fishmonger.
Can't find any Leopold Waldron in England using Family Search and FreeBMD

1881, 1891. 1901, 1911 census records- Frances' birthplace given as Chatham, Kent.
Can't find birth under Waldron in that area
Away sorting out DNA matches... I may be gone for some time many years!

Re Alice Barrow - this is what I based the names on
The marriage to George Daniel Mansfield is Frances Alice Waldron
Her address is the same street where the Barrows were living in 1881.
Eliza Barrow was a witness.

As aghadowey points out, at the moment, the Waldron connection can’t be found but the birthplace of Alice Barrow fits with that given by Frances Mansfield/Davies.
The child Minnie Davies has mmn Barrow.
Minnie is a name used in the Barrow family.

Nothing can yet be supported by documents though so could be coincidental, maybe.

I can see the original  Alice's address given as overbury road Chatham  1889
But George Mansfield on next line
Gets 18 months
Gives address as Whitechapel London

She was returning to Overbury Street Liverpool and born Chatham.
