Two Birth Records Six Years Apart - Same Person

I have found two birth records six years apart for what I am 99.9% certain is the same person (I'm pretty much 100% certain, but I suppose you never know).

The only reason I can think of is that the parents married two years after his birth and that they may have later decided to change the surname, maybe by adoption if the father was not initially named. Would that be a reasonable explanation? Or wouldn't it work like that?

I'm not going to name the person here and I don't really want to purchase both certificates at full price as they are not available as online PDFs, but I wondered if there could be a rational explanation that I haven't thought of.
