Could it be Sclerosis.

If the fourth word is possibly Sclerosis, then the word above was possibly meant to be Festinated:

an involuntary inclination to hurry in walking, especially seen in certain nervous diseases, as Parkinson's disease (also Multiple Sclerosis)


Perhaps the clerk filling in the Service Record was copying from some doctor's notes and misspelled the medical terms.
