I'm pretty sure they are just the same street. The link to the map below shows it as Govan Road. If you click to enlarge it you'll see the map shows the tramlines in the middle of the street the same as in the photograph.

There is also this www.geograph.org.uk/photo/1695000

Have you tried searching the Valuation Rolls? I tried searching for 143 Old Govan Road but no results at all for any numbers in Old Govan Road. If you search with the surname and Govan Road you may find something on there.

Glasgow street names and numbers were changed/amended in the early 1920s. One of the reasons was when Govan was amalgamated into Glasgow as many streets in Govan were the same as certain Glasgow streets
Tannahill:  Ayrshire, Renfrewshire
Mulgrew/Milgrew:  Glasgow
Canning: Renfrewshire

At BNA the first newspaper references to "Old Govan Road" is in 1885. The next, an 1888article about the proposed new Clyde Dock includes this:

Quote
The new proposal is to make one large basin, diverting the Govan Road still further south, and bringing the tramway down Whitefield Road, and thence along the old Govan Road. The Govan people, it is said, desire the tramway line brought either along Paisley Road and down to the new Govan Road after Plantation is passed, or to have Craigiehall Street continued in a fairly straight line to Paisley Road, so that the new Govan Road might curve southwards to Craighall Street.
