It may well be pre war.  It looks like a blues jacket with a marksman's badge and good conduct chevron on it.

Collar dogs could be the White Horse of the King's but a bit indistinct.

He appears to be wearing White Trousers in the Portrait Photo and the Family believe he Enlisted at the King's Barracks in Park Street Bootle into 1/7th King's therefore assumed.
But our King's Liverpool Admin had a Photo of another Soldier with the King's in India wearing White Trousers but it is Known that the 1/7th never went to India



All we know from the Family that the Relative with the Dog is Robert Hughes known to have lived in Brighton and Crosby - Two of the King's Btn were known to have Garrisoned in Brighton     It was the 5th and 6th Btns

The two photos have similar uniforms, but their collar badges are different.
The man with the dog has disc shaped badges.

Yesterday, ALAMO2008 said All we know from the Family that the Relative with the Dog is Robert Hughes -- a search on Find My Past has brought up a dozen or so records for a Robert Hughes with a link to the KLR. Any more details from his family? Parents name? Date of Birth? More information could help.

The Family are being not very helpful with information about his Life only that he died in 1928
The one Death I found in 1928 in West Derby was aged 36 so born 1892
They assumed he joined the 1/7th King's because they were told he Enlisted at Park Street Bootle Barracks but that Photo implies White Trousers which implies India Service and only the 2nd King's went there.
I did find a Coldstream Guardsman 19203 born 1892 Robert Hughes of 36 Pine Grove Bootle which is off Hawthorne Rd which is parallel next Street to Park Street Barracks
They state he lived in Brighton and Jubilee Rd Crosby but don't know when.
They also stated he had a period at Netley Hospital Southampton

I have looked at the Robert Hughes that have a year of birth of 1892 +/- 2 years but nothing comes up to match the addresses that the family gave you.

There is a Robert Hughes with wife & children at 17 Brighton Road, Great Crosby in 1921. Not allowed to give full details but you can purchase it as a one off if you don’t have an FindMyPast sub.

A possible death for that Robert

Deaths Sep 1926   (>99%)
Hughes    Robert    48    W.Derby    8b   275.  So born c 1878

 But there is also this one in 1928
