I've found a very likely looking family in the 1901 & 1891 censuses for Wales:

Robert WILLIAMS, Head, 37, Colliery Engine Driver, b. Glam. Merthyr
Alice WILLIAMS, Wife, 37, b. Glam. Cardiff
Wm. J WILLIAMS, Son, 12, b. Glam. Nantymoel?
Rosalind A WILLIAMS, Dau, 10, b. ditto diito
Clara WILLIAMS, Dau, 8, b. ditto ditto
Elsie S WILLIAMS, Dau, 5, b. Glam. Nanty Moel?
Note that Clare is Clara again - there are no Clare Williams in the 1901 census so it looks as though the name Clare was not common until some years later. I think this indicates that your ancestor's name was probably Clara even if she was known as Clare in the family. Also Roselyn is recorded as Rosalind.
I haven't tried to find Nantymoel or Nanty Moel on the map yet but it appears to be written as one word on page 53 where most of the family is listed and as two words on page 54 as the birthplace of Elsie. It might be worth trying to find the place at
www.multimap.com .
This looks like the same family in the 1891 census - before Clare/Clara was born (Living at the same address!):
