Italian men in Germany in 1938

Hello. My heritage was known to be 100% German, but my DNA says I'm 48 % Southern Italian. My mom has 0% Italian. It seems my father must have been Italian. I'm not sure if my German grandmother gave birth to him or if she took him on. He was born in June 1939 in Bamberg (and looks Italian) while my grandfather was in the war. On Ancestry, I have a 1st cousin with an Italian name Millero, living in the US. Who were Italian men who were in Bavaria in 1938? Could he have been fully Italian?
