Any info on this chap and his family would be greatly appreciated. In 1921, I have a postcard of my great grandmother from Oxford Ellen Darnell living at that address. Interesting indeed.

You can search census by address on FindMyPast. FindMyPast allows you to register for a free account and pay for images by micro payment. We are not allowed to give details from the 1921 other than those available free to view.
Neither Ellen or Charles are at that address in 1921

There are a few on familysearch from the USA, have you looked there.
There is an Ellen Darnell in Headington in 1921, presumably yours going by your other research

A card was written from the same address to Ellen. It was addressed to Ellen at 17 Walter Street. It is dated 1920. So sometime in 1920/Early 1921 Ellen moved back to Oxford.

What date is the postmark, was it posted in Birmingham
