Bu un a'i enw John Burn yn arolygwr, a John Griffith, Llwnbedio, yn olygwr lleol am yr un mlynedd ar hugain ddy- wecedig. A phan derfynodd y rhwym-ammod, cymerodd Mr William Turner, Blaenyddol, Ffestiniog, a Mr H. Jones, Dolgellau, ammod- rwym am un mlynedd ar hugain am ei hanner, a Mr Smith yr hanner arall. Ond daeth rhyw anghydfod rhyngddynt a chan hyny trosglwydd-wyd y cwbl i ddwylaw Mr Smith.

I would like to know what it says, please?

Google translate seems to mention a pledge? But I also see one name after another in the paragraph (part of a longer column).

I am also interested in the identity of William Turner and if he has any local family links?

The only reference on the National Library of Wales catalogue to William Turner of Festiniog, is

1 William Turner of Festiniog, co. Mer., gent., and Jane his wife, and Hugh Jones of Hengwrt ucha, esq. 2 John Gabriel of Penybwlch, p. Llanfrothen, yeoman. 3 H.R. Williams of Glanravon, co Caern., gent. Release by 1 to the use of 2, to the use of 3, in trust for 2, of a m. called Penybwlch, p. Llanfrothen. Consideration: £150. Recites that in 1805 Sir Watkin Williams Wynne sold a moiety of the premises to W.T. and the other moiety to H.J. Draft.
Preferred citation: 1321.

No mention of Blaenyddol, but Turner and Casson are mentioned here regarding Parish of Festiniog

The Herald Cymraeg article - a bit woolly at the start

around 1788 Llanddeiniolen and Llanberis quarries/workings were taken from the old people, as they were known, and work began in Brynglas and Allt Ddu. Mr Wright, Mr Hugh Ellis and an attorney from Caernarfon took a 21 year lease from Mr Smith. They made a road down to Rallt Wen for transport to the lake, then boats to transport to Penllyn and CwmyGlo, and from there to Y Felinheli (Portdinorwic) and Caernarfon. One JOhn Burn was the overseer and John Griffith, Llwnbeidio, a local manager the the 21 industrious years. When the lease ended, Mr William Turner, Blaenyddol Ffestiniog, and Mr H Jones, Dolgellau, took out a half share in a 21 year lease, wit Mr Smith taking the other half. However there was a dispute between them which resulted in the whole being transferred into Mr Smith's hands.
