Caesar was quite a common name on the Island (strange as it may seem).
I posted the census records for Caesar and Rebecca's family for 1891 and 1901 in reply to your other posting.
Once you get confirmation of Thomas H Brew's father's name from the marriage certificate/entry I'd be happy to do more census checks for the relevant families (using Ancestry.co.uk I have 1861/71/81/91/1901 for England and IOM).

I think Margaret might be MARGARET KANEEN who married Thomas Kaighin on 10 NOV 1870 in Maughold (source: IGI). But I can't find them together in 1871 census. I also can't find birth records for the children (except perhaps Emily and Catherine as Emily Jane and Catherine Lavinia [possibly a misreading of Robina] on the IGI online) after checking both the IGI online and Brian Lawson's registered birth index.
