Just had a quick bash, the smudge tool does a great job on the wrinkles.
I am using Photofiltre, so it might be termed by another name in your software.

Have you tried spinning the picture through 90 degrees and scanning it again? I have just been working on a picture of my grandfather which originally looked like this when I first scanned it, but when rescanned at a different angle, almost all of the smaller marks disappeared and left a much clearer picture. I wouldn't guarantee that anything will change on yours, but it certainly worked for mine. And it beats sitting there clicking away endlessly trying to clone them away.

Lost a bit in smoothing & cleaning, added white brick wall and toupee.

I dont know what that is in front of the woman

Thanks for that kenhar, it so much better than any of my attempts even with the toupee  :o
there's another little girl in the foreground.
Glen thanks for the suggestion, I tried rescanning it, but it came out just the same, what a pity.
I will try the blur tool on Photoshop tomorrow Merv, that might help it.
