There is a marriage of a William CRESSWELL and Esther CARTER on 12 Aug 1819 at St Mary de Lode. A possibility?

Possibly not, there is a William and Esther CRESWELL at Bishops Cleeve in 1841. He is a blacksmith, but aged 46, so born c1795, a bit late for your William.

I can't find a marriage for Frederick and Elsie, However daughter Desiree married Wilbur MORTON in 1941. She died 24 May 1998 and her death certificate has her parent's as Frederick HINES and Elsie JAMES.

Modified to add:
Son Sidney's death (23 Oct 2002) has his mother's name as Elsbeth JAMES.

His WWII draft registration Card has birth date 19 Oct 1891, London. Address (the same as on his naturalisation) 515 Grove St, East Chicago, Lake. Next of kin is daughter Desiree HINES/MORTON. His employer is Youngstown Sheet and Tube, East Chicago, Lake.

He arrived in US on the Aquitania 21 Aug 1920 (departed Southampton), machinist,  intended destination "Tailorville", Illinois. His parents Mr and Mrs HINES of Canning Town. His Uncle David Elliot was residing in Taylorville, and friend C HOOKE.
