I did manage to get the writing on the blackboard to stand out more.By fiddling with the shading ,but when i magnified the photo it was blurred. I cant handle dpi though.

Printing and re-scanning will not alter the resolution - you just end up with more pixels with the same information. Unless you can get the person who sent to you originally to re-scan it there is nothing that can be done. I have tried different levels and sharpnesses but there is just not enough information in the original.
