He's a Sargent as he has three strips Army and I would say First World War.

The clothing  (the hats, Mary Jane shoes, dropped waist and hemline) worn by the women suggests early 1920s (say 1920-1924) to me.  The hemline rose in the mid-1920s.

Mid-late 20's I would suggest,being an older lady she probably wouldn't have the shorter hemline.
If you can get a high res. scan of the cap badge we may be able to ID. the Regt.

Here you go Martin...two versions...one to show there is a man lurking in the shadows...and one cropped to give prominence to the group...it's not brilliant as it is a small photo and only scanned at 96dpi...a scan of 300dpi would give a better result.
