Pirehill is the 'hundred' where Norton in the Moors and Milton lie (NE of Burslem, Stoke on Trent, along the present day A53 Leek Road).
'Milton Crossing' is listed between 'New Street' and 'Milton Junction' on the 1891 census.
The railway ran on a roughly North-south line through Milton which had it's own station. I'd guess that the Milton Crossing was a railway level-crossing around this point. As you probably know there are quite a few railways employees in the vicinity - plate-layers, signalmen etc.
Someone with better local knowledge will probably add more.
