1864 was the start of birth reistration but not all early births were registered. It's also possible that Sarah was born sonetime before 1864- where did you get a year for her birth?

I have her marriage cert and her death cert.but I am finding it very hard to find her birth.

Yes, but "where did you get a year for her birth?" If it was calculated from marriage and/or birth certificate or census records then the date 1864 may not be accuarate.

If you know what church(es) the family attended then you could check if baptismal records shed any light on when she was born (some registers only give baptism date but if before 1864 then you'll know why you can't find a birth certificate).

I am also looking for my great great grandmother, Mary Jane Hammond who married Charles Morgan  June 19, 1858 in Garvaghy, Down, Ireland.  I can only find a record of their marriage through Family Search and thus I also know her father was Moses Hammond.  Her Death Notice states her mother's maiden name as Bowman.  But I can also find no other records for any of these people.

What sort of 'other records' are you expecting to find? Civil registration of births, deaths & Catholic marriages started in 1864 (from 1845 for non-Catholic marriages) so before these dates you'd need to search for church records- which may not be online or even survive/exist.

'Moses Hammond' is hopefully a fairly uncommon name and I did find this mention of one born c1805 Co. Down-

You may or may not know that Seapatrick is a village next to Banbridge, which is now 'joined' because of the 'new build' houses and school, so part of Banbridge and the name comes from the river Bann which run through and was given the name when they built the bridge in the early 1700s... it is a lovely town

This simple record just records the homestead/tenant who has I acre or more for tax purposes, but helps with searching church records
