It is impossible to read this. It pixelates as soon as you zoom in to try and read it.
The file is only 170 kbs. You are allowed up to 500 kbs for an image here on Rootschat.

You need to crop the image to show the line you're interested in, plus a few lines either side so that the form of handwriting can be seen - this helps to decipher any difficult letters that might be there.
Try and get the cropped image as near to 500 kbs as possible, and attach it to a post.

It is always better to post  an image which can be seen within the post, rather than attach a file which then has to be downloaded, or a link to another website. That way you reach as many people as possible, one of which may just be the one who is able to help you.

Added:
I see you have posted this on the Lancashire board.
There is a specific board here on Rootschat for deciphering handwriting.
https://www.rootschat.com/forum/handwriting-deciphering-recognition/
It might be a good idea to post it on there - again, more people who might be able to help might just spot it.

Looks about right.  Fantastic.  So he was a roofing man?  Sounds interesting.

Oh - fantastic.   Now I can get this family established and can go forward with next generations.  Really quite exciting.  Thank you so much.

Yes - he was a roofer - but - he cut slate on site as well to size

I can only find one marriage in Liverpool within 15 years of the firstborn - Thomas was from Farnworth ( Widnes ) - Childwall to Liverpool City Centre about 6 miles and Childwall to Farnworth about 6 miles - if it is the right marriage

Marriage: 24 Nov 1713 All Saints, Childwall, Lancashire, England
Thomas Bell - Farnworth
Elizabeth Nichols - Leverpool

There is a Kings Dr near St Peters, Woolton.  Maybe this is the location of his abode.  Quite exciting.

Thats modern though - Kings Drive - Kings Street was in Chinatown - The Kings pub one end and The Queens pub the other end - we are talking 1723 here - 300 years ago  MOST of his work would be in the City Centre I would have thought ?? outlying areas like the Dingle / Kensington /Kirkdale were open land
that baptism is St Peter LIVERPOOL - along to the top of Whitechapel
