Please post the rest. Right now it's impossible to say what this is. Is it a wedding?
It starts with:
1897, Thursday 21 October, 10 AM
Appeared in the City Hall of Soissons, before Isidore-Louis-Joseph Mouton, replacing the Mayor:
Charles-Louis-Auguste Sonet, single, 36 years, retired sergeant major (adjudant de gendarmerie), decorated with the military medal,

Eilleen,
I took the liberty to check the registers of Soissons for the rest of your document.
Following is a summary. An interesting piece of family history.

wedding between
Charles-Louis-Auguste Sonet, 36 years, single
born 16 december 1860 in Mandeure (Doubs)
father: Eugène Auguste, 65 years, no occupation, alive
mother: Justine Philippine Vourron, died 3 november 1889
&
Marie-Eleuthère-Jeanne Ancinell, 32 years, single, no occupation
born 5 june 1865 in Fort-de-France (Martinique)
father: Marius-Amédée Ancinell, 70 years, secretary of the Chamber of Commerce
mother: Laure-Elizabeth-Zoé Luminai, 69 years, no occupation

There were allready 2 children, acknowledged by the future bride (their mother):
1. Charles-Eugène Ancinell, born 21 march 1890 in Basse-Pointe (Martinique)
2. Alexandre-Pierre Ancinell, born 26 january 1892 in Lamentin (Martinique)

With this wedding, both children were legally accepted by the groom.

Unfortunately, the site won't let me direct you with a link to the correct page.

Follow the link and then go to slide 136. Entry 534 (top left) is the relevant one.
