Sheffield choirboy?

Can anyone shed any light on the garment this young man is wearing, and the possible date it might be? I'm hoping that may give a clue as to his link with my family (the only branch in Sheffield is the Andrew line)

The photographer George Dear was at 4 Hereford St Sheffield, from about 1889-1893.
The portrait looks like at young man - late teens / early 20s.
Not sure it has anything to do with choirs.

Brilliant dating info, Neale1961, thank you. I'm not sure about the choirboy link either, but not an everyday outfit, I think.

Looks can be deceiving.... how sure are we that its a boy? The 'brooch' looks quite feminine.
