Odd that he would sign up and then doesn't sign the document to allow him to serve outside the UK?
Its mentions a6 and 1440/16, would these be paragraphs in this form? I've tried to see if I could find a copy ofo the form online but no luck so far.
I think you need to see the Form E624 as
requiring him to serve outside the UK, ie be sent to France or Flanders to fight, rather than
allowing him to do so. During peace time many men joined the Volunteers or Militia, which later became amalgamated into the Territorial Force, as a paid hobby, with little thought that they might one day be expected to fight for their country. Ironically once he was discharged from the Territorial Force he became eligible to be conscripted and then have to go to France any way.
And it's not A6, it's ACI, which as I explained in my previous posting stands for Army Council Instruction. That is to say, a general administrative instruction issued by the War Office. That particular one was No. 1440 of 1916. I don't know exactly what it said, but 1916 saw a great many administrative changes to do with enlistment, the call up of recruits and embodiment of territorial soldiers, so this particular ACI was probably part of a series, and dealt with what to do about TF soldiers who refused to sign the E624.
