Are you sure about the IGI info?
This is the only Ann Clews marriage in 1848 on the IGI and it is a submitted entry

Unfortunately death transcriptions for that period onwards are thin on the ground on freebmd http://freebmd.rootsweb.com
She could have lived for another 20years after 1929 (unless you can pin it down)
You will need to search the full GRO index which is available at your nearest main library. It can also be searched online if you have an Ancestry subscription or at www.findmypast.com which is a paysite
If she re-married, you would have to find her re-marriage and then look for a death under her new surname

I actually meant William the policeman but now you mention it - I couldn't find his parents William & Harriet either in 1851 let alone 1861 so you may be right about the early deaths
